Hung Fa Ting

I would like to know if anybody knows whether or not the Hung Fa Ting was already built before the Southern Shaolin Temple was destroyed? Was it a building designated as the new meeting ground, or was it built specifically for the revolutionaries?

Also, was it only a place for revolutionaries OR was there a 'public' name or purpose for it as well. Any comments would be greatly appreciated.
